Panorama Research Institute follows a phased development approach, building institutional capacity progressively while maintaining high standards of academic quality and governance. The roadmap below outlines the key milestones, priorities, and expected outputs for each phase.

—Establish the Institute's governance framework, charter, and core policies
—Launch the Institute's public website and digital presence
—Establish five initial research centers: Scholarly Publishing Studies, Scholarly Indexing and Evaluation, Policy and Social Research, Arts, Culture and Embodiment, and Health and Medical Research
—Complete development of the POSI database and officially launch it (launched 27 September 2026)
—Initiate the Fifteenth Five-Year Plan Studies Project
—Recruit initial research fellows and visiting scholars
